New Construction Plumbing Rough-In — Phase 1

Circle T Plumbing & Water Quality provides new construction rough-in plumbing for custom home builds and small residential construction projects across Fort Worth and the surrounding area. Rough-in is Phase 1 of the three-phase new construction plumbing sequence — and the phase with the least margin for error. Everything that goes into the ground or behind the walls has to be right before the next trade can proceed.

Texas state law requires new construction plumbing work to be performed under a licensed master plumber. Patrick McKinnis holds Texas Responsible Master Plumber License #M45785 — the highest plumbing credential issued by the Texas State Board of Plumbing Examiners — and manages all new construction phases directly.

What Happens During Rough-In

Rough-in is completed after framing is in place (or before the slab is poured, depending on foundation type) but before insulation and drywall close the walls. During this phase, Circle T Plumbing & Water Quality installs:

  • Underground and in-slab drain lines — drain-waste-vent (DWV) systems sloped and positioned for each fixture location
  • Water supply line stub-outs — hot and cold supply lines run through framing and stubbed at fixture locations (sinks, toilets, tubs, showers, ice maker, laundry)
  • Vent stack runs — vertical vent piping through interior wall cavities before insulation
  • Gas line rough placement — if the home includes gas appliances, gas line rough-in is coordinated alongside the plumbing rough-in (see Gas Line Services)

Fixture locations, drain slopes, and gas line paths are confirmed at this stage. Changes after drywall are expensive. Getting the rough-in right the first time means the rest of the build schedule moves without delays.

Inspection Before Walls Close

Texas requires a rough-in inspection and sign-off before walls can be closed. Circle T coordinates the inspection schedule directly, so your general contractor or project manager doesn’t have to chase the city. We pull the permits, schedule the inspection, and hand off the documentation — every time.

Builder and GC Coordination

Rough-in affects decisions made by other trades — framing chase locations, floor penetration positions, and slab penetration layouts need to be finalized before rough-in begins. Circle T works with builders and general contractors early in the project timeline to confirm rough-in drawings and avoid rework. If you’re scheduling subcontractors, earlier contact is better. The Next Two Phases

Rough-in is the foundation of the plumbing system. Once the walls are closed and inspected, Phase 2 begins:

  • Top-Out (Phase 2) — vertical risers, tub and shower valves, and above-floor in-wall plumbing infrastructure
  • Trim-Out (Phase 3) — fixture installation, faucet and toilet set, water heater connection, and final walk-through

What does a plumber need to complete before the slab is poured? +

Before the slab is poured on a slab-foundation home, the plumber must install all underground drain lines, supply line stubs, and any gas line rough placement that runs beneath the slab. These require inspection sign-off before concrete is placed. Circle T Plumbing & Water Quality pulls the required permits and coordinates the inspection so your pour schedule doesn't stall.

Do you pull your own permits for rough-in work? +

Yes. Circle T manages all required permits and inspection scheduling as part of the rough-in phase. You receive documentation at each inspection stage.

Can you coordinate gas line rough-in at the same time as plumbing rough-in? +
